St.Catharines care facility fined $15,000 for obstructing fire inspectors

The Ontario Court of Justice has handed down a $15,000 fine on a St. Catharines residential care facility for providing misleading information to fire officials.

The operators of Queenchester Terrace, located at 211 Queenston St., pleaded guilty last week to hindering, obstructing or interfering with an assistant to the Fire Marshal in the exercise of his or her powers and duties, as well as failing to implement its approved fire safety plan.

The court imposed a fine of $15,000 plus court costs and victim fine surcharges for the first charge and a suspended sentence for the second charge.

Officials say the operators of Queenchester Terrace provided false information to St. Catharines Fire Services relating to minimum staffing in the facility’s approved fire safety plan and a Fire Drill Scenario Form provided to Fire Services.

The Ontario Fire Code requires care occupancy facilities, like Queenchester Terrace, to maintain minimum staffing levels to ensure evacuations can be performed within the approved timelines in accordance with legislation.

Fire Prevention Officers observed Queenchester Terrace operating below minimum staffing levels during the night shift in October 2015.

“Some of the most vulnerable people in our community live at these kind of residences and have physical and cognitive challenges that can make evacuating without assistance difficult,” said Fire Chief Dave Wood. “That’s why it’s a priority for us to inspect the facilities and make sure they’re meeting the requirements of their fire safety and evacuation plans, that way we know everyone can get out safely in an emergency.”

Since their inspection last October Fire Prevention Officers have returned to Queenchester Terrace to ensure minimum staffing levels are being met.

“Convictions for obstructing fire officials are quite rare, so when they’re handed down it’s because there is a serious public risk,” added Fire Chief Wood. “St. Catharines Fire and Emergency Services will continue to work with operators to make sure everyone is protected and will not tolerate those who put lives at risk by blatantly ignoring the rules.”

BREAKING: Second case of raccoon rabies in Niagara

A second case of raccoon rabies has been in Niagara.

An animal from the Caistor Centre area in West Lincoln has tested positive for rabies.

In Hamilton and its bordering areas, a total of 84 animals with raccoon strain rabies (60 raccoons and 24 skunks) have been confirmed since December.

The Ministry of Natural Resources and Forestry (MNRF), along with SPCAs and Humane Societies, are continuing to conduct increased surveillance activities for animals with rabies.

As well, with warmer weather arriving animals will be more active.

Given this combination it is expected that more animals with rabies will be identified in Niagara in the coming weeks.

Niagara Region Public Health reminds residents to take the following measures to protect themselves from rabies.

Here are some tips:

Ensure pet dogs and cats have current rabies vaccinations (typically needed annually)

Prevent pet dogs and cats from roaming off-leash or unsupervised

Avoid all contact with wild animals and prevent contact between pets and wildlife

Report wild animals exhibiting abnormal behaviour (particularly raccoons) to either local animal control services or directly to the MNRF:

An animal with rabies may not display symptoms, and so all bites or scratches, however mild, from an animal must be assessed to ensure the person bitten/scratched is not at risk.

New CEO of Pathstone Mental Health coming from NHS

Pathstone Mental Health in Niagara has a new CEO.

Shaun Baylis will start the job on May 16th.

Officials say Baylis has been an integral part of Niagara’s community based child and youth mental health system transformation – “Moving on Mental Health”, and will come to Pathstone from the Niagara Health System, currently serving as the Manager of Mental Health & Addictions Services.

Baylis says that children’s mental health is a critical issue, not only to families, but to the entire community.

He says joining Pathstone’s passionate team of caring professionals is an incredible opportunity and he is honoured to accept.

Pathstone Mental Health is the primary provider of children’s mental health treatment in the entire Niagara region.

Last year Pathstone helped 4,067 children and youth during 31,667 service visits.

Arrest made after IDA Pharmacy robbery in Chippawa

Following an investigation that had been on-going since February, an arrest has been made after a robbery at a Chippawa pharmacy.

Back on February 1st, a man entered the IDA Pharmacy on Main Street armed with a weapon demanding narcotics.

He left with an undisclosed amount and police later released a picture of the suspect in question.

Investigators were able to identify a suspect in the case and were granted a search warrant for a residence located in the Chippawa area of Niagara Falls

They were also able to obtain a warrant to obtain DNA from the suspect.

Both warrants were executed which led to the arrest of 33 year old Robert Thibert

When investigators executed a search of the residence they found an amount of narcotics they believe were stolen from the IDA pharmacy.

Thibert was charged with Robbery and Disguise with Intent and awaits a bail hearing.

Frozen berry recall due to possible Hepatitis A contamination

The Canadian Food Inspection Agency has issued a recall of Nature's Touch Organic Berry Cherry Blend due to possible Hepatitis A contamination.

The frozen berry mix is sold exclusively at Costco locations in Ontario, Quebec, New Brunswick, Nova Scotia, and Newfoundland and Labrador.

The CFIA says the affected product was sold in 1.5 kg packages with best before dates up to and including Mar. 16, 2018. Anyone who has the product is urged to throw it out, or return it to the location from which it was purchased.

The Public Health Agency of Canada says on its website that 12 cases of Hepatitis A have been linked to the product (nine in Ontario, two in Quebec, and one in Newfoundland and Labrador) with the individuals becoming sick in February and March of this year. It says three of the individuals were hospitalized.

The PHAC says Hepatitis A can cause inflammation of the liver, and sufferers can experience a wide range of symptoms including fever, low appetite, nausea, vomiting, diarrhea, muscle aches, and jaundice.

It notes the symptoms are usually mild and last one or two weeks, however, in severe cases can last several months.

It's Record Store Day 2016!

Record Store Day has been happening since 2008, and features a variety of limited-edition vinyl releases sold exclusively in independent record shops around the world.

Most of the releases are rock-oriented, but in recent years, pop stars have been getting into the act.

Vinyl records have recently been on a massive comeback, for example Adele sold 116,000 copies of her “25” just on vinyl alone.

Mindbomb Records here in St Catharines will be taking part, on top of celebrating their 1st anniversary.

SRCVinyl in Niagara Falls are also taking part, stocked up with over 1,200 exclusive records.

MISSING: 48 year old Christopher Bida

Niagara Police are looking for a 48-year old Welland man who has been reported missing.

Christopher Bida was last seen at his place of work in the city of St Catharines yesterday at 3 PM.

Bida is believed to be driving his white, 4 door, 2015 Toyota with license plate #BESTBUD.

His family are concerned for his well-being and police are asking the community for assistance.

Ontario Conservatives say electricity rates "excessive"

The Opposition Progressive Conservatives say electricity rates are becoming excessive for the average Ontarian.
 
Time-of-use electricity prices will jump half-a-cent to 18 cents a kilowatt hour for peak periods starting May 1st.

PC Leader Patrick Brown says that since November, bills have gone up nearly 187 dollars a year for the average consumer.

The Conservatives say Ontario has the fastest rising hydro rates of any province or state in North America, yet produces surplus power.

Death toll in Japan earthquake rises

Japanese media say the death toll from the two earthquakes in southern Japan has risen to 39.

Kyodo News agency, citing officials in Kumamoto prefecture, says 30 people died in the magnitude 7.3 quake that struck early Saturday morning.

The other victims died in the magnitude 6.5 quake on Thursday night.

Officials had said earlier Saturday that 10 had died in Thursday's quake and 22 in Saturday's.

Kyodo says four people remain missing in Minamiaso. The village near Mount Aso volcano appears to have been the hardest hit by the second earthquake.

7.8 magnitude earthquake hits Ecuador

The strongest earthquake to hit Ecuador in decades has flattened buildings and buckled highways along the country's Pacific coast.


The quake was centred on a sparsely populated coastal area 170 kilometres northwest of Quito, the capital.


Ecuador's Public Works and Transport Ministry says 12 main roads have been closed. A landslide has shut down one road in Cotopaxi and a landslide warning has been issued for a road in Zamora Chinchipe.


The Home Ministry says five helicopters and over 80 buses are ferrying 4,000 police to the quake zone.


Vice-President Jorge Glas also says electricity has been restored to four towns in the Manabi province and to parts of the cities of Portoviejo and Montecristi. He says the quake has killed 77 people and injured over 570.

Boaty McBoatface tops poll of name for polar research vessel

Boaty McBoatface has topped an online poll to name the U.K.'s newest polar research vessel, beating entries that honoured scientists and explorers.
   

Britain's Natural Environment Research Council had asked for help finding a name that would reflect the 200 million-pound ($284 million) ship's mission and celebrate British naval history.
   

The council asked for inspirational entries about environmental and polar science. But in the contest ending Saturday, Boaty McBoatface won with 124,109 votes _ more than three times its closest contender. The vote was advisory and the name will be decided by the council.
   

Former BBC radio host James Hand, who proposed the winning entry, has apologized for the controversy, though he still thinks it's a ``brilliant name.'' He voted to name the ship after naturalist and broadcaster David Attenborough.<

More young people in Attawapiskat have tried ending their lives

Attawapiskat chief, Bruce Shisheesh says more young people have tried to end their lives in the First Nation.


Shisheesh tweeted yesterday that five children attempted suicide Friday night in Attawapiskat.


In declaring the emergency, Attawapiskat cited 11 suicide attempts in April and 28 in March.


A few days later, officials thwarted what they called a suicide pact by 13 young aboriginal people, including a nine-year-old.


Shisheesh says in a tweet that IndigenousAffairs Minister Carolyn Bennett has confirmed she will visit Attawapiskat on Monday.

The M-P for the area -- New Democrat Charlie Angus -- says he'll accompany Bennett.

Three killed in SUV-motorcycle collision in Burlington

Halton Regional Police say they're investigating a collision that's left three people dead.

Police say the crash occurred late Saturday afternoon in Burlington, Ont.
   

Investigators say a motorcycle carrying two passengers collided with a sport utility vehicle with one occupant.
   

Police say all three were pronounced dead at the scene.

Stoney Creek shooting leaves three dead

 Police in Hamilton say three people have died in a shooting incident.
   

Police say they were called to a Stoney Creek home on Saturday evening.
   

Investigators say they can confirm three deaths and say they are not currently seeking a suspect.
   

The homicide unit is investigating.
   

No names have been released and police said there would be no update on the investigation until Sunday.

New record set at annual Skylon Tower Stair Climb

It was a record setting weekend in Niagara Falls.

Former world champion cyclist Gord Singleton saw a record he set in 1984 broken by a tower runner from Jacksonville, Florida.

It took Troy Alston three minutes and 21 seconds to climb the Skylon Tower's 660 steps Saturday during the annual Stair Climb for Cancer breaking Singleton's record by three seconds.

The weekend event raised about $25,000 which will go to the Canadian Cancer Society's Wheels of Hope program.

Suspects sought in Niagara Falls hotel room robbery

Police are looking for three suspects in a Niagara Falls hotel robbery.

A woman and two men entered a room at the Ramada Inn on Stanley Avenue just after 2:00 yesterday afternoon.

Police say one of the men grabbed a woman staying in the room, and forced her to the floor, while the two other suspects ransacked the room.

Despite efforts to cover the victim's mouth to stop her from shouting, the trio ran off fearing she may have been heard.

The suspects were last seen running to an elevator in the hotel.

The victim was not injured.

Police are searching for two black males around 25 years of age both with dark tight corn rows as well as a 21 year old white female with reddish brown hair about 5'4".

Any witnesses are asked to call police at  905-688-4111 ext. 2122.

St. Catharines man charged in routine traffic stop that left an officer hurt

A 30 year old St. Catharines man facing charges after fleeing an officer during a routine traffic stop

It happend around 12:30 yesterday afternoon on Westchester in St. Catharines when a motorcyclist was stopped for speeding.

When the officer attempted to get ID from the driver, the driver began revving his bike.

After the officer reached out to arrest him, the driver tried to speed away but lost his balance and the bike ended up landing on the officer.

The motorcyclist picked up his bike, hopped on and sped away, leaving his female passenger behind.

The officer was taken to hospital for a minor leg injury.
