It's not clear yet what is wrong with the federal government's Phoenix payroll system, but officials say whatever it is, could cost taxpayers up to $20 million dollars to fix.
And it could be October before all the pay delays are resolved.
More than 80-thousand civil servants have had issues with their pay, including some who haven't seen a paycheque in months.
Deputy public works minister Marie Lemay says only 11-hundred out of more than 80-thousand files identified last week have been closed.
