Three sisters are considering filing a complaint after being stopped by police for cycling topless in Kitchener.
Tameera Mohamed and her sisters say they were riding their bikes without their shirts on when there were questioned by police -- twice.
She says one officer told them they were breaking the law, then backtracked and said they were causing complaints.
This follows an incident last month when a Guelph lifeguard told an eight-year-old girl to cover up after swimming in a public pool without her top on.
Women can legally go topless in Ontario after an appeal court ruled as much in 1996.
